Mr. Speaker. I rise today to participate in the congressional vigil for Soviet Jewry by calling attention to the reprehensible treatment of refusenik scientist. Dr. Viktor Brailovsky. at the hands of the Soviet authorities. Dr. Brailovsky. who has worked tirelessly for almost a decade to gain permission for himself and his family to emigrate to Israel. was last week found guilty of defamation of the Soviet State and sentenced to 39 months of internal exile. Dr. Brailovsky had been arrested and imprisoned last November in connection with his editorship of an unofficial publication called Jews in the U.S.S.R. Prior to his arrest.
