Mr. Chairman. I support the amendment offered by the gentleman from New York. I believe that when he uses the term "under color of law" he is using a term that is well understood under our immigration law. Therefore. he does do what the gentleman from Wisconsin has already stated. and that is to preclude legal services for individuals who are known to be illegal aliens. At the same time it preserves eligibility for legal aid for those people who are legally here under "color of law." Mr. Chairman. I yield the balance of my time to the gentleman from New York .
