It is true that contract workers under the H2 programs. temporary workers from foreign countries. would not be eligible for legal assistance under my substitute. However. it is not true that migrant workers would not be. Most of our migrant workers in this country are not H2 workers. they are a very small fraction. H2 workers are nonimmigrant aliens. along with a list that runs sometimes double A through L that includes foreign government officials. employees of these foreign government officials. visitors for business or pleasure. aliens in transit through the United States. aliens in transit to United Nations headquarters. transients without visas. crewmen remaining with vessels or aricraft. crewmen discharged from vessels or aircraft. treaty traders. students and their families. representatives of international organizations. employees of G1. G2. G3. and G4 families. temporary workers which we are talking about right there. and also includes intracompany transfers. et cetera.
