Tuesday. during debate on Legal Services. many speakers stressed the issue of equal justice under law. I maintain that today we are coming back to that issue. The issue again is access to justice. access to our courts. Due process and equal protection guarantees of our Constitution protect persons. not just citizens. and the noncitizens in droves ruled out by the substitute of the gentleman from Florida pay taxes. are subject to military service. and are themselves liable for violations of civil and criminal laws of the United States and. as such. they too should be afforded equal protection of the law.
