I thank the distinguished chairman. The only reason I brought this amendment to the floor today is because in my district in south Texas it has been brought to my attention that some of these legal aid attorneys have as much as twothirds of their caseload as illegal alien clients. which I must say does not leave much for our people. I understand the distinguished gentleman from Florida has an amendment he is going to offer as a substitute for mine. We will debate that amendment later. What he does is enumerate the various types of circumstances under which a person may be denied legal assistance.
