The reestimate was a $196 million reduction in the Department of Justice program levels. These reductions were primarily for general legal activities. U.S. attorneys and marshals. immigration. for the Federal Prison Systems and State and local grant assistance. In most instances. the Judiciary Committee has agreed with the March request. We believe. the request reflected a genuine effort to reduce costs and supported the commitment of the President to reduce Federal spending and the Federal work force in order to promote national economic recovery. However. there were instances where the Judiciary Committee considered a program to be of special priority and we adjusted the funding levels accordingly or provided some legislative relief to increase the effectiveness and efficiency of th program. In most instances. these adjustments were made after hearings indicated that such adjustments would be consistent with the policies of the Attorney General and the administration. The committee has added funds to program elements directed at conducting foreign counterintelligence. patrolling the border of the United States. adjusting the immigration status of eligible aliens. and assistant State and local drug enforcement.
