Mr. Speaker. on May 15. 1981. I had the pleasure of being present in Rochester. N.Y.. when some 204 Indochinese refugees were adjusted to permanent residence status under the Refugee Act of 1980. This occasion was particularly successful and noteworthy because it was achieved through the joint efforts of the Catholic Family Center of Rochester and the U.S. Immigration and Naturalization in Buffalo. which Ben Ferro serves as director. After many weeks of preparation on the part of Mrs. Anna Humaydan and her staff from the Catholic Family Center. all 204 refugees gathered at Saint Boniface Parish Hall in Roches-
