Speaker. it has been 40 years since Soviet troops entered the Baltic States of Estonia. Latvia. and Lithuania. The troops moved quickly to establish a Stalinist rule of terror. deporting tens of thousands of Baits to Siberia. At first the deportees were the obvious ones to go in such situations. the educated. the civil servants. and the military personnel. This destruction of three nations elite is a terrible thing in itself. but totalitarian terror necessarily spares no one. and soon every citizen was afraid that he or she might arbitrarily be chosen for the next train east. This is a situation we in the United States have never known. and I pray to God that we never do.
