Chairman. I rise to bring up a matter which has been discussed before. and the same problem arises today due to the wording which appears in the bill. It relates to the Immigration and Naturalization Service. On page 9 of the bill. line 17. section (L) provides for "acquisition of land as sites for enforcement fences. and construction and maintenance incident to such fences." Living on the United StatesMexico border as I do. this has always presented a problem. Today I have just come from a luncheon where the President of the United States had as his guest the President of Mexico.
