Mr. President. I commend to the attention of my colleagues a resolution recently adopted by the city council of the city of Chicago. It pertains to the plight of Abe Stolar. a Chicagoan and U.S. citizen by birth. in Russia. Mr. Stolar. a refusenik. has tried for years to emigrate from the Soviet Union. As has happened to all too many Soviet Jews. his appeals have been denied. Recently. I wrote to Abe Stolar and the Russian ambassador to the United States. Anatoly Dobrynin. to express my sincere concern for the welfare of this brave man. I intend to pursue my efforts in behalf of Mr.
