Although it will be phased in over a period of 5 years. the Federal Government would squeeze an extra $1.72 billion from poor people which represents a 20percent outofpocket increase for all tenants. This proposal amounts to Governmentsponsored inflation and is severely harsh on those people who already have limited resources on which to exist. Another provision that I have serious reservation about is the prohibition of illegal aliens from receiving Federal housing assistance. I can foresee many abuses to citizens by authorities attempting to determine whether one is an alien or not. I do not believe that the committees response to this problem has been carefully thought out to protect against violations of the civil rights of lowincome people be they alien or not.
