I thank my colleague. I would ask one additional question. I note the support the committee has given in its report to the onestop inspections where one staff person handles both Customs Service and Immigration and Naturalization Service matters. That approach makes imminent sense in terms of maximizing service provided at the least cost. In the case of Wichita. we have those three Customs Service personnel. but no INS office. That has created some real problems most notably for the sizable aviation industry located in Wichita. It has meant that when a plane is flown into Wichita for business purposes or for repairs or modifications. any passengers other than crew can be diverted to the nearest INS office in Kansas City to be cleared for entry.
