Speaker. I rise to bring the attention of my colleagues to the retirement of the Honorable Anthony J. Celebrezze from fulltime duties of the U.S. Court of Appeals for the Sixth Circuit. Judge Celebrezze. who was born in Italy and became an immigrant to this country at the age of 2. has been named "the most distinguished alumnus of the Ohio Northern University. Pettit College of Law." He served as mayor of Cleveland. as Secretary of the Department of Health. Education. and Welfare in the Kennedy administration. and then served for 15 years as judge of the Court of Appeals.
