Mr Speaker. I thank the gentleman from Washington. . I thank him for his own insight into the situation along the Afghanistan border with Pakistan and for sharing with us his knowledge and understanding of the refugee conditions. The gentleman from Washington also serves on the Asia Subcommittee of the Committee on Foreign Affairs in the House. and I know he will bring many of these messages to that Foreign Affairs Committee. as I will be doing with the Helsinki Commission. President Carter called the Soviet move into Afghanistan "the greatest threat to peace since World War II." I think we have to examine what he was actually saying and why.
