Mr. President. today the Moscow Helsinki Group celebrates Its fifth anniversary: On May 12. 1976. 11 Soviet citizens. led by physicist Yuri Orlov. founded a group dedicated to advocacy of implementation of the human rights provisions of the 1975 Helsinki Final Act. As many of the Groups founding members were imprisoned or forced to emigrate. 10 other people joined the Moscow Helsinki Group. Working under conditions of repression which are difficult for Americans to imagineincluding the forced emigration of six group members and the imprisonment of eight othersthe Moscow Helsinki Group continues its noble public activity. In fact. the Groups example has proven infectious: similar citizens groups were formed in Ukraine. Lithuania.
