These people have lived in the Virgin Islands for as many as 20 years without ever attaining the security of permanent resident status. After all these years as contributing participants in the life and development of the U.S. Virgin Islands. they remain in a legal limbo that could. for reasons totally beyond their control cause their rights of domicile to be restricted or abrogated as easily as if they had just been recruited for a shortterm job as migrant farm laborers harvesting a fastripening crop. This is not a problem that will attract national headlines nor will it inspire noisy demonstrations on the steps of the Capitol. No member will be besieged by constituents crying out for the adjustment of the status of these nonimmigrant aliens.
