The United States has a high stake in Zimbabwes future. in terms of the political stability throughout the southern Africa region. the access to raw materials and strategic minerals. and the expanding export markets. My recommendations for priorities in American policy in Zimbabwe include: A significant program of bilateral assistance to demonstrate our support for Mugabes government. at least as high as the $75 million in aid proposed by the Carter Administration for fiscal year 1982. A supplemental appropriation for immediate impact on resettlement of the estimated one million war refugees. A special commitment in economic and trade development assistance for business. agriculture and infrastructure. The U.S.
