Olmer is a graduate of the University of Connecticut and holds a law degree from the American University. He is a member of the Connecticut and District of Columbia bars. He served as an officer in the U.S. Navy where he was assigned to the staff of the Chief of Naval Operations. He is a graduate of the National Defense University. He is also a member of the Board of Directors of the International Rescue Committee and Chairman of its Washington Advisory Group. a voluntary agency whose purpose is to aid in the relief and resettlement of refugees.
