The 1931 Act results in a minimum "double time" compensation rate. while 5 U.S.C. 5542(a) provides for a rate of one and onehalf times the employees hourly rate of pay. and both that provision and � 5545(c) (2) limit the pay to one and onehalf times the hourly rate of a GS10 (step 1) employee. If the 1931 Act is repealed. and inspectional overtime pay is calculated under cited Title 5 provisions. an estimated annual savings of 5.5 million dollars will be realized. The proposal would also facilitate administration of INS overtime payments. The limited resources of the Immigration and Naturalization Service necessitate that employees who do not normally perform Inspectional duties. such as border patrol agents or criminal investigators. be detailed to inspection stations.
