Mr. Speaker. today marks the 50th birthday of Ida Nudel. another "prisoner of conscience" in the Soviet Union. For 10 years. she has been trying to leave that country and emigrate to Israel. and for 10 years. the Soviets have rebuffed her efforts. After years of harassment and intimidation. finally. in June of 1978. Ida Nudel was arrested on the charge of "malicious hooliganism." Her crime was that she hung a banner from the balcony of her Moscow apartment that read: "KGB Give Me My Visa!" She was sentenced to 4 years of internal exile and is now living under very harsh conditions. I appeal to the Soviets to end this outrageous injustice and let her go. As chairman of the only subcommittee of the Congress that has jurisdiction over human rights.
