I am of course aware that a slightly different version of Senator BORENS bill passed the Senate in the last session. As I was a cosponsor of the companion bill In the House. there is no question in my mind that this bill is a needed attempt to deal with the problems that have arisen under the FLCRA. I hope that during the course of these hearings we will be able to clarify the extent to which these problems can be solved through administrative actions by the Department of Labor and to focus on the detailed language of the bill to insure that we exclude from coverage only those who were never intended to be considered as farm labor contractors while not undermining the needed protection that the migrant workers require to shield them from unscrupulous labor contractors.
