Speaker. I have asked permission for this very special order to bring to the attention of the Congress and the public the case of Valery and Janna Lerner. and their son. Igor. very heroic refuseniks. whose pleas to the Soviet Government for permission to emigrate have consistently been denied. After several years of apparent conciliation and cooperation in the emigration of Soviet Jews. the Soviet authorities have begun to shut the doors of freedom for many Soviet Jews who simply wish to join the rest of their families outside the Soviet Union. I believe we must take strong action to indicate our displeasure at this latest plan to prevent emigration. The story of the Lerner family cannot be told any better than by the following account that has been provided to me by two of my constituents. Mrs.
