Furthermore. specific penalties are provided in the event that an employer knowingly violates the terms of the guest worker program. I do not think there exists any panacea to the issue of undocumented workers entering or living in our country. Nor do I believe that any one person c~n provide an overall solution for all time: I believe. however. that I can suggest a tentativelet me repeat. tentativesolution to the daily problem of Mexican immigration. In this regard. it seems useful to remember that this situation is not a new one. but that while Mexico continues to develop and the economic disparity between our two countries lessens. we need a legal. humane system that mutually benefits both ourselves and Mexico.
