I am introducing a bill today which will relieve the growing problem that our country and Mexico are continuing to face. I am referring to the massive influx of Mexican nationals who leave their homes to cross illegally our southern border hoping to find temporary jobs here in the United States. My program will replace this currently unregulated flow of undocumented workers with a system of legal temporary admissions. It is entitled the Guest Worker Act of 1981 and will provide a means for the United States and Mexico to work together to establish mutually acceptable solutions to this situation. So long as there is a wide economic disparity between these bordering nations. there will be a migration of workers to the United States.
