Mr. Speaker. this evening. the U.S. delegation to the United Nations Conference on Assistance to Refugees in Africa will leave for the Conference. to be held in Geneva. Switzerland. April 9 and 10. 1981. This delegation will be headed by Jeane Kirkpatrick. U.S. Ambassador to the United Nations. Because of my deep concern for this issue. I originally requested from the Speaker that my name be considered as a congressional member of this delegation. However. since it was announced that Ambassador Kirkpatrick would lead the delegation. and since the Congressional Black Caucus has called for her resignation. I believe it would be inappropriate for me to participate in the delegation.
