Mr. Speaker. I rise in support of House Concurrent Resolution 50. urging the Soviet Union to provide proper medical care for Dr. Viktor Brailovsky and permit him and his family to emigrate to Israel. The resolution also urges the President to protest the continued suppression of human rights in the Soviet Union. Dr. Brailovsky was arrested last November because of his leadership in the emigration movement and because he would not allow the Soviet system to shackle his commitment to freedom of scientific expression. Dr. Brailovsky has a serious liver condition which has drastically deteriorated during his confinement. He requires immediate medical treatment which the Soviet authorities have denied.
