Brailovsky edited an unofficial magazine. "Jews in the U.S.S.R." Although the journal was devoted strictly to cultural and historical aspects of Jewish life. it had long been a target of suppression for the Kremlin. Last April. Dr. Brailovsky and his wife Irina were arrested in connection with the publication. While they were eventually released. both remained under investigation. In spite of this. as a leader in the emigration movement. he initiated a courageous appeal on behalf of some 230 other refuseniks to President Breshnev requesting the free emigration of Soviet Jews. This action ultimately led to Dr. Brailovskys final arrest on November 13.
