Last year. Congress amended section 214 to limit nonimmigrant student aliens from receiving Federal housing assistance. In 1976. the U.S. Supreme Court in Mathews against Diaz. held that. in the exercise of its broad power over naturalization and immigration. Congress may provide for such restrictions. The Court stated: The fact that Congress has provided some welfare benefits for citizens does not require it to provide like benefits for all aliens.
