Los Angeles County alone saves $46 million a year in welfare costs by simplv requiring an affirmation of citizenship or legal status from welfare applicants. The affirmation can be made a part of the existing W4 witholding form all employees must fill out. or part of a standard application for employment. removing any additional paperwork burden.
