Mr. President. for several years the Members of this body have heard me discuss this countrys immigration problems. Others have often joined me in exploring various topics involving immigration. including our loss of control over our immigration. the impact of immigration on our lowest income and least fortunate citizens. and the tremendous hidden costs of immigration. which drive up Federal spending by billions of dollars each year. On March 1. the congressionally established Select Commission on Immigration and Refugee Policy issues its longawaited report. Unfortunately. the Commission did not supply the answers to many of the questions the American people have about our immigration policies. Nor did it make specific recommendations on a number of the more difficult issues. Today. however.
