Mr. Speaker. I think all of my colleagues in this House would agree with me that our immigration policyif. indeed. we can call it a policyis in a shambles. Accordingly. I am introducing the Immigration and National Security Act today. and I hope its broad reforms will be enacted by this House just as soon as possible. I feel that the most important reform to come out of this bill will be through the provision that will declare it a crime for any person to hire an illegal alien. A growing wave of sweatshops in this country are cruelly exploiting those aliens while at the same time preventing millions of American citizens from gaining employment. The mechanism for enforcement will be through more secure social security cards and a new computer program within the existing social security system. I am also asking that the border patrol be strengthened and that we reduce the present immigration ceilings to 350.000 per year. There would also be a provision for granting amnesty to many longterm aliens who have become productive members of this society. Thank you.
