Mr. President. the treatment of Anatoly Shcharansky is demonstrative of the continued disdain of the Soviet Government for the human rights of those persons in the Soviet Union who possess views contrary to those dictated by the Soviet Government. We must continue to focus attention on the problems faced by religious minorities in the Soviet Union and by those who have expressed their desire to emigrate from the Soviet Union and those who wish to be reunited with their family members outside of the Soviet Union. Perhaps our continued expressions of outrage will encourage the Soviet Union to uphold the agreements they have made with the other nations which have signed the Helsinki accords to recognize and provide basic human rights and religious freedom to its citizens.
