I have had the opportunity to meet several former prisoners of conscience. who have told me that they perceived an improvement in their treatment while in prison as the Congress continued to write letters of protest to the Kremlin. Therefore. I believe it is urgent that we maintain our unwavering commitment to work actively to insure the freedom of these people. Mr. Tonkonogys release is heartening. but his plight still requires our attention. I understand that he will reapply to emigrate to Israel. Moisey Tonkonogy should be free to reunite with his parents in Israel. and I will do everything in my power to continue to pressure the Soviets to grant his freedom. I encourage my colleagues to join me in this endeavor.9
