I would like to take this opportunity to join the special order called by my good friend. the distinguished gentleman from New York to call attention to the plight of the Soviet political prisoner Anatoly Shcharansky. Anatoly Shcharansky was imprisoned in 1977 for the crime of wishing to emigrate to Israel. The trumpedup charges of malicious hooliganism against him and the show trial that convicted and sentenced him to 13 years in prison were an outrage to all of us concerned with human rights. His continued stay in a Soviet prison continues to be an unspeakable violation of not simply the Helsinki accords. but of basic human justice.
