Mr. Speaker. March 15 marks the fourth anniversary of the arrest of Anatoly Shcharansky. founding member of the Moscow Helsinki group and leading figure in the Jewish emigration movement. The Soviet authorities have been particularly harsh in their reaction to Shcharanskys activities: His role in the ongoing struggle for emigration rights for all Soviet citizensincluding. of course. Soviet Jewsand his part in the citizens Helsinki movement to publicize Soviet violations of its human rights pledges. including greater civil. national. social. and religious rights for all Soviets. espoused in the Helsinki Final Act. On July 14. 1978. the Soviet Government sentenced Anatoly Shcharansky to 3 years in prison and 10 years in a strict regimen camp on the totally spurious charge of treason plus the more usual assertion of antiSoviet agitation and propaganda.
