It is difficult for many of them to understand why a mayor should be interested in promoting the teaching of foreign languages when the cities are facing immediate problems of unemployment. housing shortages. and racial tension. But it is exactly because we have these problems that I believe your work is so important. It is no secret that America is facing severe economic problems. and those problems threaten every part of our society. This nations promise has always been economic opportunity. At first. that opportunity was created by the abundance of the continent. the seemingly boundless natural resources of the frontier.
