Speaker. now more than ever it is important that we not forget those who cannot enjoy the freedom we do as American citizens. I have again joined the "Congressional Call to Conscience Vigil" to draw attention to the plight of Jews in the Soviet Union. This vigil will make clear our total opposition to Soviet abrogations of basic human rights. Today I would like to express my grave concern for Viacheslav Royak who for 4 years has been refused the right to emigrate to Israel. At work "Slava" Royak has been threatened and abused. He is a diabetic yet Soviet officials withhold insulin from him.
