The shadow of Cuban and Russian intervention grows in El Salvador in proportion to the degree of frustration in the country due to the failure to address underlying problems. U.S. policy in Latin America must address the incredible human and political problems of its approximately 350 million inhabitants. We need to enlist the cooperation of our neighbors in dealing with a range of global issues such as emigration. energy. food. narcotics control. and nonproliferation of nuclear arms. To do this. and to meet the challenge of Cuban and Russian intervention. we need to establish and maintain cooperative relationships in the Western Hemisphere. We need to integrate carefully our policy in El Salvador with our overall policy for the region.
