My testimony will be relevant to this subject. but it also will have hemispheric dimensions. This hearing is very timely in view of the social and economic challenges and opportunities which confront not only the United States but also the other countries of the Western Hemisphere. At this very moment. we in the United States are experiencing the results of economic underdevelopment and unbalanced ecomomic systems in Latin America and the Caribbean in the form of millions of undocumented migrants from the region. We are also witnessing violent upheavals in El Salvador and other countries in Central America resulting from these conditions. I believe that interAmerican trade can contribute to the solution of these problems by fostering equitable economic development in Latin America and the Caribbean.
