Mart Niklus was charged with "antiSoviet agitation and propaganda" and sentenced to 10 years in prison and 5 years of internal exile. During 1979 and early 1980. Mr. Juri Kukk signed a number of human rights appeals. which have found their way to the West. He was subsequently accused of "spreading fabrications slandering the Soviet system." forced to undergo psychiatric examinations. and sentenced to 2 years of forced labor. It is very unlikely that either of these brave men will survive their imprisonment. In accord with the spirit of the Helsinki agreements. we request that the Soviet Union free Messrs. Niklus and Kukk and permit them to emigrate to the United States.e
