Mr. Speaker. the United States cannot ignore Viktor Brailovsky. because it cannot ignore the ideals of freedom and dignity that he has come to symbolize. I ask that all Members in this House join me in calling on the Soviet Government to end its persecution of this manto give him the medical care he needs. to release him from prison. and to allow him to emigrate to Israel along with his wifeand to adopt a policy of free emigrations for all its citizens. as would befit a nation that aspires to any degree of respect in the world community.
