Speaker. the plight of the victims of Soviet persecution has been an ongoing embarrassment to all people of the world who believe in freedom and free choice. The latest case that has been brought to my attention deals with a computer scientist. Dr. Viktor Brailovsky who has petitioned the Soviet Government for permission to emigrate to Israel. Dr. Brailovsky is a Jew and his case has become a focal point for refusniks and the scientific world because he has been totally thwarted in his desire to emigrate as well as being denied any opportunity to practice his profession in the Soviet Union. Dr. Brailovsky was not engaged in highly secret Soviet scientific work.
