For example. I am Irish and proud of it. but I do not believe that my State of Illinois has any responsibility to provide ballots in Gaelic. I believe that many immigrants to this country would never have been able to make their important and distinctive contributions to American life had they not learned English. I am afraid that recent efforts to extend bilingualism to the public school system as well as in the voting booth only serves. in the long run. to separate and polarize us. Where there is no clear need for the Federal Government to involve itself in State matters. the better policy is for it to abstain.
