Mr. President. of all the many political refugees to whom this country has given asylum. none has returned more joy to the people of America than Mstislav Roetropovich. As musical director of the National Symphony for the past 4 years. he has enriched our lives with his brilliant musical gifts both as conductor and cellist. Beyond his musical talents. Mr. Rostropovich has been an advocate of human rights. In his native U.S.S.R.. he refused to be muzzled in his advocacy of individual rights and was eventually stripped of his citizenship because of this. Recently. Mr. Rostropovich began celebrating the 25th anniversary of his American debut by conducting and playing in the first of four performances at Carnegie Hall.
