I want to join my colleagues in the House in expressing my concern over the plight of Dr. Viktor Brailovsky. the prominent Soviet scientist and leader of the Soviet Jewish emigration movement. who has been imprisoned since last November. According to his wife. Dr. Irina Brailovsky. the doctor is not receiving adequate medical attention and care for a serious liver ailment and his health is deteriorating rapidly. Dr. Brailovsky has been subjected to 8 years of continuous harassment by Soviet authorities. He has lost his job and been arrested and jailed numerous times. his home has been ransacked by the KGB.
