Speaker. I join my colleagues today in honoring one of the most outstanding legislators of the 20th century. a man whose district I am now proud to represent. When Emanuel Celler died of pneumonia on January 15. 1981. he left behind a stunning legislative record in the areas of civil rights. antitrust legislation. and immigration laws. as well as a colorful reputation as an anecdotal orator and a man of pungent wit. The grandson of German Jewish immigrants. Manny Celler first came to Congress in 1922 as a brash 34yearold who had wrested the 10th Congressional District of New York from the tight hold of the Republicans. pledging "Its time for a change."
