Each of us who had the honor of serving with him is now and will always be indebted to Manny for his leadership and scholarly counsel. Similarly. the people of the United States owe Manny a special debt of gratitude for his many contributions to the quality of life in America. As chairman of the House Judiciary Committee. a position he held for 22 years. Manny was instrumental in the passage of numerous civil rights laws and four constitutional amendments. He did much to improve the antitrust laws and the immigration laws. His effective chairmanship of the Judiciary Committee was marked by open mindedness. fairness. and integrity. On the floor of the House.
