Mr. Speaker. as a cosponsor of the House concurrent resolution expressing congressional concern for Dr. Viktor Brailovsky. I rise to join my colleagues in urging the Soviet authorities to comply with previously agreed international accords and provide Dr. Brailovsky with the medical attention his condition demands before allowing him to emigrate to Israel. It is my understanding. through timely information updates provided to me by the National Conference on Soviet Jewry. that since his arrest 2 months ago Viktor Brailovskys health has deteriorated. He is not receiving adequate treatment for his liver ailment. He has not been permitted any visitors and his wife has yet to receive any answers to her inquiries concerning his health.
