Speaker. I rise to condemn the arrest and imprisonment of Dr. Viktor Brailovsky. an eminent Soviet scientist and the leader of the Soviet Jewish emigration movement. I also rise to strongly support the resolution introduced by our distinguished colleague and my good friend. Representative HAMILTON FISH. which calls on the Soviet Government to allow Dr. Brailovsky and his family to emigrate to Israel. Dr. Brailovsky was arrested last November because of his leadership in the emigration movement and because he would not allow the Soviet system to shackle his commitment to freedom of scientific expression.
