I would like to take this opportunity to join my colleagues in expressing my dismay over the plight of Viktor Brailovsky. This case is just one more example of the wanton disdain which the Government of the Soviet Union holds for the basic rights of individuals and international agreements respecting those rights. Soviet actions. including persecution of those who wish to emigrate and imprisonment of such individuals on fabricated charges. are an outrage. Such activities are carried on in complete disregard of the fact that the Soviet Union is a party to the Helsinki accords and many other international documents upholding human rights. As Members of this representative body of the leader of the free world. we must continue to speak out against the conduct of the Soviet Government.
